According to the story of a Cemagi villager, it was told that in the period before the Mengwi Kingdom, a magical traveler from West Bali (Gilimanuk today), wandered along the southern coast of Bali to the east until the traveler arrived at the coastal area of Semenur. Semenur is a very haunted place, full of rocks, and surrounded by dense forests. The traveler was exhausted and his breath hitched, then he chanted a mantra so that he named the place Batu Ngaos (now known as Pura Gede Luhur Batu Ngaus).

Cemagi Village legally (definitively) held its government on 27 July 1999 by the Governor of Bali, Dewa Berata. The first Cemagi village head, Dewa Putu Gede, served from 2000 to 2008.
